Ordinary authenticated tenant access; no operator scope required. Returns only the latest completed durable checkpoint, never runs an audit. No completed report returns 404; an unsupported or unreadable checkpoint returns 503 without falling back to an older pass. Stale or missing cell/caller evidence returns UNKNOWN/ACTION_REQUIRED in the 200 response. Responses are private and not cached because readiness ages over time.
